One of Perth's key challenges has been its growing population. The city experienced its largest influx of foreign-born residents since the industrial revolution, and it is still reeling from the result of the 2013 census when nearly 4 million people of foreign background were registered to vote.

This was an increase of almost 12 per cent over the previous year, and the city is still struggling to meet its target of one million people of foreign origin by 2023, which is not likely until after the 2020 election.

"We still need to sort out a range of issues to make sure it's actually sustainable," Dr Boonstra said.

"It's still a very significant growth target in terms of the number of people who come to Perth … but we still want to make sure that the growth keeps going."

Professor Stephen Lomax, who heads the Australian Bureau of Statistics (ABS) Cities project, told news.com.au Perth's growth has been fuelled by people moving from regional areas to the city.

"We're seeing a combination of a boom in Perth's population, and of those people wanting to live in Perth and making connections to other parts of the country," he told news.com.au.

Professor Lomax said the growth of these new residents was largely driven by the arrival of technology companies into local communities, which helped fuel Perth's growth.

"And you have a whole variety of companies like Twitter and Reddit that come to live here as employees of these companies, and are also able to attract other people that work in tech to live here as well," he said.

Professor Lomax was referring to Airbnb, a social network and lodging business that started as a hotel with apartments in Perth in the 1950s.
